This is gonna be a little disjointed but here it is:
Some of this isnt a bad idea but.....
You need to check yer fluff a bit, each ship in eve is piloted by 1, count em, 1 guy/girl. That guy/girl being you in your pod, severe lack of other crew members there. Adding crew in general I think is a bad idea, changes the fluff and therefore has a MUCH larger effect than you think on the game. Scoff if ya like but I have seen it happen to other games.
I also wonder about the frigs targetting modules quicker or easier than other ships. I can see it now, someone gets an attack going involving a balanced force of many ship types, all of a sudden the other guys show up with a whole fleet of frigs and blam, there go all your modules. That will happen cause there wont be a way to stop it, think about it.
If your offensive modules are outside the shield whats the point of a shield? This idea effectivly kills shield tanking, Im sure thatll make a whole raft of people very happy.......... The only other way is to make shields protect all modules to a point, but that renders armour a lot less effective doesnt it, again a whole raft of happy campers........
If theres no chance of losing those modules, expensive or not wheres the risk that so many people in here talk about?
Why would a really big explosion do less damage to something? (Smartbombs) If your in the area of effect your going to get hurt. Oh also this would allow frigs for instance to hurt capital ships way to easily.
Ion cannon? Sweet as Ill have 3. Limit the number that can be fitted and it needs a counter like everthing else, some sort of hardening or such.
POS weapons and offensive modules outside the shield? You do know people attack POSes with fleets dont you? An entire POS redered undefended in a very short time leaving its only defence another fleet. Before you say anything about people not defending their POSes shouldnt have them I want you personally to be online at your POSes for the entire lenght of your next war. RL not being an unacceptable excuse for being offline apparantly. Youd probably see a dramatic drop in the number of POSes in eve to as a result of this.
Hull hp increase? I dont agree with this, the rest of your ideas suggest this would just prolong a combat for no reason. Your down to your hull which would mean the vast majorority of your modules/systems offline or destroyed. Whats the point? Not ransom since the ship would be so badly damaged theres a good chance it would be destroyed trying to repair it anyway.
One other thing, ships and modules surving more combats means that demand for them will decrease which would affect the market for them in a bad way. Less sales, price dives on pretty much everything sold or bought in EVE.
